THE POSITION

The State of Connecticut’s Office of Policy and Management (OPM) is currently seeking a qualified individual for the position of Open Data Analyst (Research Analyst) in their Data and Policy Analytics Division (DAPA).

HIGHLIGHTS

ABOUT US

At OPM we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

DAPA was established to serve as a resource for data analysis and data-related projects at the Office of Policy and Management. DAPA directs and manages activities related to the collection, analysis, sharing, coordination and dissemination of data and is responsible for the development and implementation of the State Data Plan, the Open Data Portal, administration of DataLinkCT, the State’s integrated data system and development of the State’s GIS Office for geospatial data. The use of data across agencies facilitates a system-wide perspective and is a critical component of Governor Lamont’s statewide performance and results agenda to implement a data-driven and informed policy agenda in state government that is user-friendly, cost-effective, data-informed, and results-driven.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation.

EXAMPLES OF DUTIES

  • Develop and update open data resources, including managing public data requests, monitoring data quality and usage, conducting metadata audits and publication and archiving datasets.
  • Assist in publication of open data with executive branch agencies, including development and updates to agency open data access plans and maintaining selected datasets for OPM and other agencies.
  • Assist in development of data stories and dashboards using open data, and developing data visualization options.
  • Develop and provide technical support for open data including:
      • Support agency staff to resolve technical issues with use of open data portal;
      • Manage user accounts and roles, including onboarding new users;
      • Support agencies to automate data updates with support from state IT; and
      • Support integration with geodata portal (geodata.ct.gov) and development of GIS tools for use with open data.
  • Develop and implement training and outreach for data users including:
      • Onboard new agencies and users; and
      • Plan for annual Open Data Day.
  • Manage communications with open data users through email, Teams and in-person meetings.
  • Develop and implement documentation and related guidance for data governance and use of open data resources.
  • Update data guidance resources including:
      • Open data handbook; and
      • Guidance for data visualization, accessibility, data cataloging, records retention and data retirement policies.
  • Assist in the development of biennial state data plan, DATA Board meetings, regular OPM data governance and agency data officer meetings.
  • Develop occasional updates to OPM website for open data related content.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working in state, municipal or federal government;
  • Experience using R and/or Python for data analysis;
  • Experience with the design of compelling graphics, reports or dashboards to present key findings and information;
  • Experience with data analysis techniques with an understanding of basic statistical concepts;
  • Experience developing workflows, templates and standard operating procedures to streamline processes and improve user experience;
  • Experience managing, cleaning, and analyzing large datasets;
  • Experience working in a fast-paced environment; and
  • Experience explaining complex, technical subject matter to a general audience.
